This system might lead to inconveniences & delay if it were attempted to carry it out with the superintendent residing, always at Shanghai, & still more when the diplomatic functions of the superintendent will, as now, give occasion for his absence from his habitual place of residence, at times not to be fixed beforehand, at periods of uncertain duration.
On the other hand it might give rise to inconveniences of other kinds if there were not an appointed officer whose authority would be to sanction money to the consuls.
In this state of things I have determined, with the concurrence of the Lords Commissioners of her Majesty's Treasury, and with the sanction of the Secretary of State for the Colonial Department, to place in the hands of the Colonial Auditor the duty of directing the issue of money for the Consular Service, and of providing for its transmission to the Consular ports. The Colonial Auditor will be authorised for the future to receive from the Consuls the quarterly requisitions for funds which they have hitherto been in the habit of addressing to the Superintendency.
